The Department of Community Services administers services within the community, which include Neighborhood Revitalization, a First-time Homebuyers Program, Emergency Rehabilitation Assistance, Rental Assistance and neighborhood improvement support. As a department, our focus is on enhancing the quality of life of the low to moderate-income community so that all City of Florence residents live in vibrant, thriving places.

First-time Homebuyers Program
The City of Florence has a program for income-eligible first-time homebuyers. For 2025, this program will hold meetings on the following dates in Council Chambers at the City Center (324 West Evans St.) from 5:30 pm - 6:30 pm:
- January 28, 2025 - Budgeting
- February 25, 2025 - Understanding Credit Scores
- March 25, 2025 - Calculating Debt-to-Income Ratio
- April 8, 2025 - Fair Housing Month
- May 20, 2025 - Preapproval vs. Prequalified
- June 10, 2025 - Homeownership Month
- July 29, 2025 - Sales Price vs. Loan Amount
- August 26, 2025 - Conventional Loans vs. FHA Loan
- September 30, 2025 - Mortgage Payment and its Components
- October 28, 2025 - Selecting a Home
- November 18, 2025 - Home Maintenance

Homeowners with no other means to demolish their dilapidated residential property may qualify
