CARE Program
The "Coins that Add Relief and Enable" (CARE) Program was created to provide a means to permit customers of the City's Utility System who are willing to give a small amount on a monthly basis by "rounding up" their monthly utility charges to the next whole dollar to assist customers of the City's utility system who are in need of assistance.
How To Opt Out
Please note that when opting out of the CARE program, our billing process typically starts before the 15th of the month, so opt-outs after that time may not take effect until the following month’s bill. For example, if the billing process has already started for a customer who opts out on June 15th, then they would see the roundup charge on their June 30th bill, but going forward they will be opted out.

How to Apply for Assistance
How to Apply:
- Contact Lighthouse Ministries by phone to determine eligibility and to schedule an appointment.
- Monday-Wednesday from 1:00 pm - 4:00 pm
- To receive assistance through the CARE Program applicant must receive their water from the City of Florence.
- During the initial phone call there will be a pre-screening to determine eligibility based on the City of Florence Round Up “Coins that Add Relief and Enable” (CARE) Program Guidelines.
- Once eligibility is determined, an interview will be scheduled for a later date.
